Janklow signed 1986 law that exempts speeding from points

SIOUX FALLS (AP) — South Dakotans accumulate points on their driving records for infractions such as illegally changing lanes and reckless driving. But one common traffic citation not included in the point system is speeding.
A 1986 law passed by the Legislature and signed by then-Gov. Bill Janklow made that change.
It happened four years after Janklow was warned that he was in danger of losing his license after being stopped for going 80 mph in a 55 mph zone.
Janklow now is awaiting word on whether he will be charged for running a stop sign near Trent and colliding with a motorcycle. The crash killed Randy Scott of Hardwick, Minn.
