PIERRE — (AP) Police training, criminal investigations and state emergency operations will benefit from a new state building to be built here, officials said Wednesday at a groundbreaking ceremony.

The $21.3 million facility will house a new state crime lab and law enforcement training center, state radio communications, the Division of Criminal Investigation, attorney general's office and an emergency operations center.

Attorney General Larry Long said it has been needed for a long time and has strong support from state, local and tribal authorities.

"The single most important function of government is public safety," Long told dignitaries and others who gathered on a windy hilltop. "That's why government was invented."

Gov. Mike Rounds said the building will help ensure that officers from American Indian tribes in South Dakota are properly trained, and it will improve cooperation between tribal and nontribal police agencies.
