States faulted for prison dogs

SIOUX FALLS (AP) - South Dakota is one of only five states that allow the use of attack dogs to extract stubborn prisoners from cells, according to a human-rights group.
State officials will not publicly comment, but they told Human Rights Watch that although state policy allows dogs to be used for such a purpose, they have never done it.
Iowa also permits such use of dogs. Officials there said dogs were taken to cells 63 times last year but only had to be deployed 10 of those times.
Iowa officials said the use of dogs deters prisoner misconduct and reduces staff injuries.
Human Rights Watch believes the use of attack dogs in prisons is cruel and degrading.
