Authorities seek sex offender for failing to register

Pennington County authorities are seeking Julian Baxter High Horse, 40, for failing to register as a sex offender.
A felony arrest warrant has been issued for High Horse, who is described as 6-foot-1, 214 pounds, with brown eyes and brown hair. A Native American, he may or may not be wearing glasses.
Officials believe that High Horse is staying in or near Rapid City.
The public is advised to not approach him. Law enforcement says that anyone who sees him or has information that would assist in his arrest should call the Pennington County Sheriff's Office at 394-6117, the Rapid City Police Department at 394-4131 or the nearest law enforcement agency.
