State lawmakers consider taxing value of ag land

At 10 a.m. the House Taxation Committee will consider HB1005, a bill that would change the way agricultural land is valued for tax purposes. The bill would switch ag land from "market value" assessments to "production value" assessments.

A measure that was similar failed last year, but this year's version determines production value in a different way. The bill also would create an "implementation and oversight advisory task force."

Other bills up for committee hearings or floor action for Monday, Jan. 28, 2008 include:

7:45 a.m. - House Judiciary Committee

- HB 1141 to prohibit a person from requiring the implanting of a microchip in another person.

7:45 a.m. - Senate Local Government Committee

- SB 98 to regulate establishments in the business of providing obscene materials.

-SB78 to allow voter registration at the polls.

8 a.m. - Senate Taxation Committee

SB92 to change the way property is classified for tax purposes.

10:00 a.m. the Senate Health and Human Services Committee

-SB200 to establish a statewide trauma system.

-SB 89 to direct the State-Tribal Relations Committee to hold hearings on certain issues related to Native American health care.

10 a.m. The Senate Judiciary Committee

-SB 172 appropriate $1 to the Department of Public Safety to fund the South Dakota Highway Patrol. (A "place-holder" bill in opposition to Gov. Mike Rounds' proposal to cut $2 million from the Highway Patrol budget.

10 a.m. - House Commerce Committee

-HB 1142 to allow cities and counties additional liquor licenses. (A Senate version was defeated last week.)

The full Senate and House convene at 2 p.m.

Legislation before the House includes HB 1193,which would require doctors to inform pregnant women they can view sonograms before they decide whether to have abortions.

The Senate will reconsider SB126, defeated last week, which would allow cities and counties to issue more liquor licenses.
