Authorities say a Chicago man arrested last week at a Deadwood motel on suspicion of rape and contributing to the delinquency of a minor was masquerading as a military recruiter to help lure his victims.
A Lawrence County grand jury convened Thursday to consider the charges, including allegations of making and possessing child pornography, and an indictment could be released Friday.
Juan Miguel Otero, 22, was arrested after an investigation by the Lead and Deadwood police departments and state Division of Criminal Investigation, according to a Deadwood Police Department news release. Evidence in the case was turned over to the Lawrence County State's Attorney's office on Wednesday.
A complaint filed by State's Attorney John Fitzgerald alleges that Otero raped a 14-year-old in August in Deadwood.
He was arrested Feb. 13 after school officials and police interceded in a meeting with the alleged victim, a Lead-Deadwood High School student. Investigators confronted Otero at his motel in Deadwood. Local police believe that Otero made contact with the alleged victim through the Internet and wireless messaging. Officers seized Otero's computer and cell phone as evidence, according to court files.
Otero is being held in the Lawrence County Jail. Bond has been set at $100,000 cash.
Deadwood Police Chief Kelly Fuller and Lead Police Chief John Wainman Jr. said the case underscores the need for parents to talk to their children about Internet safety and to monitor the sites and their online communications. They urged anyone with questions about Internet safety to contact their local law enforcement agency.
